The Department of Education was established through the Education Decree of 1863 as the Superior Commission of Primary Instruction under a Chairman. The Education agency underwent many reorganization efforts in the 20th century in order to better define its purpose vis a vis the changing administrations and charters. The present day Department of Education was eventually mandated through Republic Act 9155, otherwise known as the Governance of Basic Education act of 2001 which establishes the mandate of this agency.
The Department of Education (DepEd) formulates, implements, and coordinates policies, plans, programs and projects in the areas of formal and non-formal basic education. It supervises all elementary and secondary education institutions, including alternative learning systems, both public and private; and provides for the establishment and maintenance of a complete, adequate, and integrated system of basic education relevant to the goals of national development.
Dr. Yolanda M. Gonzales, Principal IV of Tarlac National High School, was named Best Principal of the Year at the 26th World School Summit held at the House of Lords in London—an international recognition of her leadership in building inclusive, globally aware, and high-performing school environments.
The award highlights her role in advancing institutional reforms within one of the country’s oldest public high schools. Her work reflects a deep understanding of the challenges facing basic education and a commitment to innovative, locally grounded solutions.
DepEd Region III, under Regional Director Dr. Ronnie S. Mallari, and the local government of Tarlac—led by Governor Christian Yap, Mayor Susan Yap, Vice Governor Estelita Aquino, and Board Member Harmes Sembrano—have been instrumental in supporting the school’s initiatives. Their collaboration has ensured that Dr. Gonzales’s programs move beyond planning into full-scale implementation.

Kilala ang Tarlac National High School bilang “Home of the Champions”—puno ng kampeyon na mga mag-aaral sa iba’t ibang larangan. At sa likod ng bawat tagumpay ng paaralan, ang kampeyon din na punong-gurong walang sawang nakasuporta sa kinabukasan ng bawat TNHSian. The Tarlac National High School (TNHS) is a timeless legacy of the American regime in the Philippines. TNHS was founded to help Americans in their mission to expand and improve the public school system in the country. Initially located at the eastern end of what was known then as Plaza del Toro (now the main campus of Tarlac State University along Romulo Boulevard), the school was then known as Tarlac Provincial High School.
It later took the name Tarlac High School. On June 24, 1983, the school was raised to a national high school pursuant to Batas Pambansa Blg. 636. This title placed the TNHS among the ranks of high institutions of learning in the country.
